In reference to the October 21st Webster Town
Meeting, Article 35 proposes modifying the present Dock
Registration Bylaw to ensure that all monies collected are spent
improving Webster Lake. Presently all fees and fines are deposited
into the town’s general fund. These monies should be deposited
into a town Waterways Fund, as required by state law to benefit
Webster Lake.
The other change proposed will be to return the jurisdiction of
the bylaw back to the Board of Selectmen. At present, the Marine
Patrol Supervisor administers the Dock Registration Bylaw. The
Supervisor sets the fees and fines at his discretion. All dock
rules and regulations are created and enforced by the same person,
again, at his discretion. There is no elected body that has any
influence under the present system, thus leaving residents without
a way to address problems with the present system or regulations.
The revised bylaw will require all fees and fines to be approved
by the Selectmen, thus allowing the public to have an input.
Likewise, dock rules and regulations will have to be submitted in
writing to the Board of Selectmen for approval, and publicized
before they are implemented.
This revised bylaw allows residents to participate in what would
be a democratic procedure. It gives a voice to the people by
putting elected officials in charge of setting the rules in a
bylaw that should be fair, economic for the taxpayers, and
equitable, while serving the public interest.
By unanimous vote, the Webster Lake Association endorses Article
35. A yes vote for this article is a vote for Webster Lake.
