Today (Sunday) two Webster Police officers in their white Ford
Expedition and a Webster cruiser arrived in our neighborhood to
pass out notices saying that you had 10 days to comply with dock
registration or face a fine. For the residents who were not home,
a notice was left in their mailbox. This is illegal! When your
postal delivery arrives on Monday and if the notice is still in
the box, the carrier should remove it and take it back to the post
office for destruction or ask you to pay the postage due. People
who have this notice in their mailbox may never see it and 10 days
later will be required to pay a $50 fine. I have called Selectman
Miller regarding this issue.
I told Selectman Miller that I did not appreciate being harassed
on a Sunday afternoon. I also advised him that the mailbox notice
is illegal and that I almost called 911 to report a crime, except
the police were the perpetrators!! I also asked him to find out
how much this Sunday enforcement is costing the town.
He sympathized with me and told me that he would find out about
the costs. He also advised me that my letter to Mark Dogiewicz
was included in the Selectmen's packet for the Monday meeting.
The letter is attached to this email along with a letter that was
published in the Telegram last week. He encouraged me to attend.
I will be there.
It seems that the town is trying to create a new criminal element
in town, called the Lake Residents. They are doing it by
violating the Constitution of the U.S. We, the Lake Residents,
are guilty until we can prove our innocence under the town bylaw.
Those people whose docks are registered with the state must prove
it to the town or receive a citation. Wrong!! Our judicial
system says that you are innocent until proven guilty. The burden
of prove of guilt resides with the state.
The truth of the matter is that the cost of administration and
enforcing the dock bylaw will well exceed the $10 per dock, and
still nothing will go back into the lake. It is time we stop the
madness.
I have some ideas that we can present in October for the next
town meeting in the form of a bylaw. I will write the idea in my
next letter.
Remember, "Down with Weed and bureaucrats", leave your notices in
your mailbox. Watch or attend tomorrows town selectmen's meeting.
